Community of Change - Commissioning Cycle

We continue with our Quality Transformation programme of Community of change for 25/26.

The aim of The Quality Transformation Programme (QTP) is to support cultural change and support a new bold, radical, reimagined model of care for the future across all NHS-funded mental health, learning disability and autism inpatient settings.  

During 2024/2025 with the development of year 1 of the ICB 3-year plans, we have found that engagement with stakeholders and the opportunity to network, discuss progress and share good practice examples is valuable . The core aim of these sessions is to enable and support systems to further enhance their plans as they transition from development to implementation in the drive to localise and realign inpatient provision in line with the principles contained with the commissioning framework.

As we continue to create our program of events, we thought it would be helpful to think about commissioning as the vehicle with which to drive the changes needed as we start to move from development to implementation.

Therefore, we will be structuring this year’s programme around the activities of the Commissioning Cycle (Analyse, Plan, Do and Review). 

Our next session will focus on the ‘analyse’ section of the IPC Commissioning Cycle. We are aiming to structure the session as set out below:

  1. Understanding the analyse section of the commissioning cycle, outlining some tools/examples you might use to support this: legislation and guidance, population needs assessment, review of service provision and resource analysis
  2. Guest speakers – Hafsha Ali and Andy Hood from Midland and Lancashire CSU will talk about their recent capacity and demand programme for the Midlands region. This will include a ‘live’ demonstration of their open access capacity and demand modelling tool.
  3. Interactive session – how can these tools and examples help us for year 2 of our plans
  4. Further actions – some ‘homework’ to prepare for the next session (don’t worry – this won’t be labour intensive!)

We are aware that much of the population element will have been covered in year 1 of your plans but this will form a useful reflective look as well as provide some tools, tips and areas of good practice to enable you to build on that first year of work.
