Commercial Spend Controls Training for the NHS (London and Midlands Region)

Cabinet Office Commercial Spend Controls apply to all trust commercial activity with a value of £20m or more, excluding VAT. The Spend Controls are mandatory, and non-compliance will be reported to the National Audit Office (NAO) and Treasury. This session will refresh understanding of Cabinet Office Spend Controls across trusts; clarify the updated six-test assurance methodology and FBC self-certification process introduced from April 2025 and provide attendees with practical guidance on end-to-end process 

Specifically, the training sessions will cover:

• Overview of Cabinet Office Commercial Controls and their application to NHS bodies.
• The NHS England and Cabinet Office Assurance Teams Remit 
• Top tips for getting your Control case ‘assured’ in a timely manner
• Top tips for Cabinet Office Spend Controls engagement

This training session is aimed at the following:

• NHS trust procurement leads
• NHS trust internal stakeholders that lead on the development of business cases including pharmacy, estates, wholly owned subsidiaries.
• Procurement hubs providing frameworks to the NHS

Whilst not aimed specifically at ICS leads or Regional Leads, these teams are welcome to attend.

We ask Trusts to attend the session allocated to your region where possible (to allow us to manage the number of attendees). However, if you are unable to attend the session for your region, please join one of the remaining sessions.
