The Digital Exclusion Risk Atlas (DERA) is a new interactive analytical tool designed to help identify, understand and address patterns of digital exclusion across England.

Digital exclusion is shaped by multiple overlapping factors that influence people’s ability to access, afford and engage with digital services. The Atlas brings together a range of datasets into a single Digital Exclusion Risk Index, visualised through an interactive heatmap. This enables users to explore where digital exclusion may be occurring and supports more targeted action to reduce digital barriers and improve equitable access to healthcare services.

The Atlas has been developed to support data-informed decision-making, helping local systems better understand digital inequality and design interventions that prevent digital transformation from inadvertently widening health inequalities.
