Part 1 – Personal Health Budgets for colleagues in Finance, Contracting and Commissioning (10am-12.30pm)
The focus will be on supporting finance, commissioning and contracting colleagues as PHBs expand into new areas outside of continuing healthcare, for example, children’s continuing care; mental health / s117; long term conditions; people with a learning disability, and so on.
Personalised care can help to deliver efficiencies and cost savings for the system. Key to this is how commissioning can become more flexible across health and social care.
The operational and contracting planning guidance requires all CCGs to deliver their share of 50,000 PHBs by 2019 and to submit trajectories for doing so. There will be further requirements for developing this in the next planning round to increase the number of PHBs to be delivered by CCGs by March 2020.
CCGs will need to consider locally how they we will continue to support the growth of PHBs (outside of Continuing Healthcare) and colleagues in finance, commissioning and contracting will play a pivotal role to effectively commission, contract and fund personalisation.
Part 2 – PHB Quality Improvement (1.00pm to 3.30pm)
This is the third and final session in the series of workshops to help CCGs prepare for personal health budgets being the default way to manage care and support for people eligible for NHS continuing healthcare.
The workshop will focus on ensuring that the CCGs’ systems and processes deliver PHBs in a way that enables personalised care to happen. People’s experience of PHBs must be positive and provide real choice and control over how their care and support needs are met.
The aim of the afternoon will look at how CCGs can improve the way PHBs are delivered.
