Quality Workshop

The September quality workshop will use the existing scoping work to agree the direction, priorities and immediate implementation requirements for the future quality model for specialised services. It will build on recent work and emerging thinking and developed​ in light of the newly published quality strategy. Defined quality principles will be developed for future roles and responsibilities between national teams, OPICs and wider commissioning arrangements for both transferred and nationally commissioned services. It is also important to establish any roles and responsibilities in the spirit of transparency, collaboration and partnership working across the system, so as to guard against isolated or siloed knowledge.

Workshop aims

1. Agree the core principles for the future quality model across nationally commissioned and transferred specialised services as OPICs are developed.
2. Clarify the respective roles and responsibilities of national teams, OPICs, regions, ICBs and providers for quality assurance, oversight, risk management and escalation as well as where there needs to be joint working, collaboration and discussion.
3. Agree immediate next steps, implementation actions and indicative timescales from October onwards.
4. Create the foundations to develop the future quality strategy for specialised commissioning supported by and building on the NHSE Quality Strategy and in light of the future commissioning changes.

Key questions for the workshop to explore

1. What are the future roles, responsibilities, risk and escalation arrangements? This will include agreeing which functions should sit nationally, with OPICs, regionally, with ICBs and with providers; how risks should be identified and escalated; and what data and analytics are required to support intelligence-led oversight. 
2. What does this mean for our teams? This will include considering the implications for national team design, ways of working, interfaces with OPICs, capacity, capabilities and decision-making routes; supporting colleagues to share and test their emerging OPIC designs; and identifying the practical support required for implementation.
