- Prior to the pandemic, NHS agency expenditure was on a declining trajectory. In 2022/23 the agency spend as a proportion of the pay bill is projected to be 4.6%, comparable to the levels seen in 2015.
- In response to the increased expenditure, a series of measures have been developed to increase providers capability to regain control. In addition to this, NHS England has reintroduced oversight measures with regional teams accounting for activities that they are taking to support providers to reduce expenditure.
- The new oversight arrangements, in the form of Temporary Staffing Efficiency Programme (TSEP) was introduced in April 2023, with a target to reduce agency as a proportion to 3.7%.
- Success in 2023/24 includes achieving the proportionate target, with an approximate cost reduction in agency expenditure of half a billion.
At this session, participants will hear about how the TSEP enables organisations to be at their most productive. Also, participants will hear about how their work in this area, aligns to the NHS People Profession Map
